this law went into effect during 1915, as no effective date given.
It is possible regular Dealer plates were issued starting in mid-1915
in a higher number series, since X5093 seen, yet there were only 4,834
registrations.  There were 12 Tractor Dealer registrations in 1915.
1915 law required the word "DEALER" and the letter "X" on plates, so
regular Dealer plates could have sufficed for 1915.

Act 160 P 12/15/1971, E immediately.  The Outdoor Advertising Control
Act required permits from the Department of Transportation for signs
and billboards.  Section 7 states: "An annual permit shall be required
for each outdoor advertising device...A tag indicating that a permit
has been duly issued shall be affixed to the device or structure by
the department."  May have begun 1972.
