    Different number blocks were assigned for horsepower classes AND
    branch offices.  Unusually high number blocks starting at
    round 50,000 points, such as #300-001+, 400-001+ and
    450-001+ have been observed.  Effective 1/1/1931, there were 5
    classes.  By 1938, there were only 3 classes.

    "License plates were received here for 13,700 passenger cars,
    divided into five classifications..."
     
    Monroe News Star, 11/25/1935
    "The first person to obtain a license for the coming year for
    his car was Tom Hicks of West Monroe, to whom was issued the
    first two licenses.  They were for two Ford cars and the numbers
    assigned were 160,001 and 270,000."
     
    The (Shreveport) Times, 12/29/1935
    "Licenses are numbered according to horsepower and locality.  Each
    of Louisiana's six bureaus is allotted a certain range of numbers,
    which are distributed according to horsepower of vehicles."
     
    The (Shreveport) Times, 12/11/1938
    Lengthy article lists the numbers assigned to Shreveport:
    Less than 23 H.P.                25-001 -  30-000    (5,000)
    Over 23 but less than 26 H.P.   143-001 - 155-000   (12,000)
    Over 26 H.P.                    269-001 - 295-000   (26,000)
     
    Effective 1/1/1941, horsepower classes were eliminated and all
    passenger plates were issued for a flat $3 fee.  Until a list of
    class and office assignments is located, all numbers are being
    logged and plotted in a separate table.  (See Misc. #3)
